临海的江南市是我国经济比较发达的城市，在经济领域中的犯罪活动也比较突出。市公安局经侦支队队长邢志军破获了一个利用非法集资诈骗款项的大案，犯罪嫌疑人黄一瓜在香港宾馆住房内被害，黄妻当夜又突然成了失忆人！邢志军也正遭遇着一场家庭悲剧：爱妻郭蓉的去世令邢志军悲痛万分。邢志军丧妻后埋头工作，经过种种周折，线索却牵到了邢志军昔日的恋人刘兰英身上。邢志军如实向周峰汇报了情况，提出回避请求。周峰召开局党委会议，出于邢志军可信的品格、临阵换将的大忌，出于邢志军、刘兰英关系早已成历史，局党委经过郑重考虑，还是让邢志军挂帅把此案办下去。周峰向省厅汇报后省厅也同意了，并给邢志军配了个副手陈敏，她不是江南人，易于打入阳光集团内部，与邢志军里外配合，最终侦破此案。
